The City of Jarrell seeks an individual that can manage this continuous growth, is highly motivated, energetic, a skilled strategic thinker and planner to serve as its next City Manager. The City of Jarrell functions as a Council-Manager form of government. The Mayor is the City’s chief elected official and presides over the five-member City Council which sets policy. The City Manager leads the operation and administration of the City. The City staff includes approximately 28 employees. The City’s annual budget is available for review at under the Finance tab.

History

Jarrell, Texas was incorporated in 2001 as a Type A, General Law City. Sonterra M.U.D. is within the ETJ and has a close working relationship with the city. The city provides wholesale Wastewater Treatment to the M.U.D. and expands it as necessary to support its growth.

The Community

Jarrell is in the northern part of Williamson County along the I-35 corridor. Jarrell was founded in 1909 as a ranching and farming community. Population growth in the Jarrell Independent School District is expanding as well. The new bridges supporting the extension of Ronald Reagan Boulevard in Jarrell were completed in 2022. This has brought a new level of commercial activity to the City. Sales Tax revenues continue to increase. We are growing and expanding and are looking for a leader who can lead the progress.

Scope of Work

• Ability to manage a rapidly growing City from General Law to Home Rule.
• Manages multiple departments with ability to focus on areas of growth.
• Strategic thinker who can support continued rapid growth and alternative municipal government philosophies (PPP in its various forms).
• Strong Budgeting background with experience in Fund Balance Accounting.
• Strong Skills in Economic Development plans.
• Strong Skills in Residential, Commercial and Industrial Development

Candidate Evaluation Criteria

• Bachelor’s degree in Public Administration, Political Science, Business Administration or another related field. Equivalent responsibilities or experience may be considered.
• At least 5 years of progressive responsible experience in Municipal Administration.
• Direct experience setting Municipal Government Budgets.
• Contract Administration in support of Public-Private-Partnership functions.
• Experience in Zoning, Use and Lot Design standards
• Planning and Development Agreements experience a plus

What We Offer

• Job Title: City Manager
• Reports To: Jarrell City Council
• Salary Range: $160,000 to $180,000 Based On Experience, Education, And Related Qualifications
• Benefits: Medical, Dental and Vision insurance, Travel Allowance, 13 Paid Holidays and Paid Time Off, TMRS with 8%/2 to 1 match.
